Payment
For every Youth Guarantee learner enrolled in a full time place, providers will be paid $10,800 (excluding GST) for a non-trade place and $14,300 (excluding GST) for a trades place. Payments will be made monthly, in 12 instalments, on the first day of every month during 2012.
Learners are responsible for providing their own non-compulsory items for Youth Guarantee courses (the same applies to non-Youth Guarantee learners).
Examples of costs which are not eligible to be covered by compulsory fees include:
- knives
- hairdressing scissors
- safety glasses and footwear
- scientific calculators
- text books
- uniforms
- general stationery.
Providers could make non-compulsory items available for learners to use for the duration of the course on the same ownership basis as for other learners. These items will be owned by the providers but the availability of them will ensure that learners are able to complete the course without having to acquire the items themselves.
Wash-up process for 2012
Unused Youth Guarantee 2012 funding will be recovered in full (up to 100%) after the TEC’s analysis of providers’ delivery. This is likely to occur in February 2013.
If substantial under delivery is noted by TEC through 2012, TEC may seek to adjust a provider’s Youth Guarantee allocation in-year, in order to both minimise the possibility of large wash-ups being required, and to ensure places are made available where there is higher demand.
