Reporting

Reporting via the Electronic Receipting System (ERS)

All 2012 Youth Guarantee providers are to use the ERS for recording enrolments, graduate destinations and demographic data. 
The use of the ERS replaces the requirement for manual reporting of summarised student information via the summary report template. In addition, information about individual enrolments (via Excel spreadsheet) is no longer required.

Reporting via the NZQA and SDR data collections

All completion data must be reported through NZQA and/or the SDR as appropriate.

Providers delivering unit standards or national qualifications in 2012 must report credit and qualification completions through NZQA in accordance with NZQA requirements. The TEC will draw on this data for 2012 Youth Guarantee performance information.

Youth Guarantee providers who used the SDR in 2011 to record course and qualification completions for performance information must continue to use this reporting function (in addition to the ERS) in 2012.

Providers that deliver local courses and qualifications (on the NZQF and quality assured by NZQA) will also need to report all these completions through the SDR in 2012. To guarantee that relevant results can be included in the April SDR of the following year, these providers need to ensure learner course enrolments end by 31 December.

2011 Youth Training providers need to note that local components will not be included in performance data from 2012 unless the component is a unit standard, a national qualification or a local qualification registered on the NZQF.

It is important that the TEC has up-to-date enrolment and completion information in order to compare credit achievement reported to the NZQA with credits delivered – as reported via the SDR (successful course completions by calendar year).

Please note:

  • 2011 Youth Guarantee providers who already use the SDR system will continue to identify learners in their SDR returns using the Source of Funding code 22. Details of the new code and associated validation rules can be found in the 2012 SDR manual that is available from the STEO website administered by the Ministry of Education.
  • 2011 Youth Training providers - SDR Source of Funding code 7, previously for Youth Training, will become redundant for 2012 Youth Guarantee.

Future funding implications

Fund monitoring and educational performance indicators will be sourced from the ERS, SDR and NZQA data collections.  This information will inform funding allocations for 2013 and 2014.
