Youth Guarantee

Student eligibility

The target group for this initiative is students aged 16 and 17.

Students must not be enrolled in school and a Youth Guarantee programme simultaneously.

Students may move from a Training Opportunities, Youth Training or Industry Training programme into Youth Guarantee although this is not expected to be a common path.

Students enrolled in Youth Guarantee are not eligible for Student Loans administered by StudyLink.

Providers are responsible for ensuring their enrolled Youth Guarantee students are not claiming any type of Student Loan through StudyLink. To help with this, the TEC suggests that providers require all Youth Guarantee students to sign a waiver condition stating that they will not apply for StudyLink loans.

2010 eligibility

In 2010, Youth Guarantee providers will need to apply the following criteria to determine student eligibility:

  • School achievement: achieved NCEA[1]Level 1 or less and for whom a vocational pathway would be a preferred choice.
  • Age: students must be 16 or 17 at the time of study commencement and not turn 18 years of age within three months of starting study under the Youth Guarantee
  • New students: students must be new to tertiary education e.g. not previously or currently enrolled in a SAC funded course
  • Full time: students must be enrolled full-time
  • Full year: students must enrol in a minimum of a full year’s worth of study (the equivalent of 0.8 EFTS[2]).

2011 eligibility

In 2011, Youth Guarantee providers will need to apply the following criteria to determine students eligibility

  • Age: students must be 16 or 17 at the time of study commencement and not turn 18 years of age within three months of starting study under the Youth Guarantee.

  • Full time: students must be enrolled full-time.
