Transfer of provision
The TEC recognises that the mix of provision submitted in an Investment Plan is reflective of a provider’s best estimate of student demand at the time of Plan submission. To enable providers to respond to student demand without significant amendments to Investment Plans, the TEC is allowing providers some flexibility to make changes to the location (and to some extent, the NZQF level) of Youth Guarantee provision.
Providers will be able to move up to 20% of their total allocated places within and between delivery sites without notifying the TEC, as long as such changes are undertaken in accordance with the following:
Providers may:
- move places between trades level 1 and trades level 2 (and vice versa)
- move places between non-trades level 1 and non-trades level 2 (and vice versa)
- move places from NZQF level 3, to levels 1 and/or 2.
Providers may not:
- move places from trades to non-trades or vice versa (at any level)
- move any places from levels 1or 2, to level 3.
These restrictions are in place because the trades rate is different to the non-trades rate and such changes would have fiscal implications, and also because there is a limit on the volume of level 3 provision that the TEC is able to fund.
If providers wish to move more than 20% of allocated places, TEC approval is required in advance of any such changes being made.
The TEC will ask providers twice annually to report on any such changes made, in order for reporting on the national mix of Youth Guarantee provision can be kept up to date.
