Performance
We expect a high level of performance from providers offering Youth Guarantee courses. For providers that are offering Youth Guarantee programmes for the first time in 2012, learners will be required to complete a minimum of 40 credits. For providers who have previously delivered Youth Guarantee programmes, the TEC expects a year on year improvement for course and qualification completions.
In addition to the occupancy requirement, providers' Youth Guarantee performance will be measured against the following educational performance indicators:
- Successful course completion
- Qualification completion
- Progression Embedded Literacy Numeracy (ELN) Indicator.
The definitions of these indicators are being worked through at this time, and the TEC intends to engage with the sector about the formal definitions early in 2012.
Providers must also measure Youth Guarantee students' literacy and numeracy skills against the Adult Literacy and Numeracy Learning Progressions, by using the Literacy and Numeracy Assessment tool.
Performance against the above measures and the programme's objectives will be used to determine any future funding allocations.The TEC will be targeting the Government’s investment in Youth Guarantee in response to the TES priorities and expects to shift Youth Guarantee funding from lower to higher performing providers.
