Programme eligibility
A Youth Guarantee programme will consist of level 1-3 courses that meet the objectives of the initiative and are suitable for the learners.
Programmes offered as part of the Youth Guarantee must be vocationally focused, with clear pathways into higher levels of training integrated into the course content. The programmes do not need to be restricted to Youth Guarantee learners.
Programmes offered through Youth Guarantee should:
- be linked to level 1-3 qualifications registered on the New Zealand Qualifications Framework (NZQF)
- have embedded literacy, language and numeracy in the course content (please see Working with youth to raise literacy and numeracy skills)
- provide learners with knowledge and information on vocational pathways
- contain a mix of practical, specific and generic skill development
- be delivered face-to-face (i.e. not delivered via distance learning or in a work-based setting)
- not be a direct substitute for school-based learning.
TEOs must be responsible for the delivery of their own Youth Guarantee programmes. This means TEOs are not able to subcontract the delivery of their Youth Guarantee provision.
Programme eligibility from 2013
From 2013, all Youth Guarantee providers will be required to offer programmes registered on the NZQF. Therefore, providers need to ensure that they have obtained the necessary consent to assess, and programme approval, from NZQA. More information about the NZQA process can be found on the NZQA website. TEOs can also contact their NZQA Sector Relationship Manager for support around this process.
TEOs will need to advise the TEC once new approvals are gained, in order for TEC systems to be updated to allow eligible learners to claim the student allowance. All approvals must be completed and notified to the TEC by 31 August 2012.
