Requirements for TEOs

TEOs[1] eligible for Workplace Literacy funding must be NZQA or ITPQ accredited education providers and should have an approved Investment Plan.

TEOs must demonstrate:

  • a history of successfully engaging with employers
  • a commitment to achieving literacy and numeracy outcomes for employees. This includes having staff with appropriate qualifications and experience in teaching literacy and numeracy to adults in a workplace setting, participating in appropriate professional development, and building internal capability to deliver high quality literacy and numeracy provision
  • a high standard of performance against previous literacy and numeracy commitments in the workplace.

Requirements for TEO Workplace Literacy programmes

Information on programme requirements will be provided prior to future funding rounds.

The TEC expects TEOs to demonstrate that their programme will:

  • improve the literacy and numeracy skills of employees in named companies
  • complete a workplace literacy and numeracy analysis for each business
  • develop a customised literacy and numeracy learning programme which provides a structured programme of learning of at least 40 contact hours at a minimum of one hour and maximum of four hours each week
  • use appropriately qualified and experienced literacy and numeracy tutors
  • use the Literacy and Numeracy for Adults Assessment Tool, for employees whose skills fall within the Learning Progressions, – or Starting Points Assessment Guide (PDF, 1 Mb) for learners not yet at the first steps of the Learning Progressions – to identify employees' literacy and numeracy needs and measure literacy and numeracy gain, as detailed in Rule WPL001[2]
  • maintain auditable records of employee participation and learning gain
  • agree explicit business outcomes linked to the programme with each business, and report progress to the business on these which the TEC may audit
  • work with individual employees for a maximum funded contract period of one year, and a maximum of two years (two cohorts of employees) in any one business. Businesses will need to reapply for funding for the second year
  • ensure the business has sufficient commitment and expertise, where viable, to continue contributing to raising employees' literacy and numeracy skills at the conclusion of the programme after the TEO exits.

    Rule WPL001: Workplace Literacy funding eligibility

    To be eligible for Workplace Literacy funding, training programmes must use the Literacy and Numeracy for Adults assessment tool to measure literacy and numeracy gains and outcomes for funded learners:

    • Each learner must be assessed against at least one strand of the Learning Progressions, selected from either the reading or the numeracy strand
    • Follow-up assessments must be against the same strand(s) as the initial assessment
    • For learners whose skills fall below the Learning Progressions, assessment must be against the "Starting Points" assessment guide and/or the numeracy strand of the Learning Progressions.
