Funding and payments

TEO-led Workplace Literacy and Numeracy funding is allocated and approved via an Investment Plan. When allocating funding the TEC will consider:
- whether the TEO is eligible for funding,
- the nature of the provision offered by the TEO, and
- the TEO's past performance.
The TEC allocates TEO-led WLN funding at a rate of up to $3700 per place. The rate is calculated on the basis of a TEO providing 40 hours of literacy and/or numeracy tuition per learner. The tuition must be delivered at an average rate of 40 hours per learner within a 10 to 40 week period.
Payments are made in monthly installments, on the first banking day of each month.
Recovery of funds will be based on the assessment of the final report, due on the completion of the programme or funding year. Should a TEO receive WLN funding that is greater than it should have been, recovery of unused funding will be undertaken in accordance with in Condition WLN009, or for employers, your funding confirmation letter
Recoveries for TEOs are based on aggregate hours of actual, face to face delivery (i.e. actual attendance), as reported. This means, the number of funded places – as outlined in the agreed Investment Plan – multiplied by the average hours (40 hours) required per learner place, less the total number of hours delivered in the calendar year. For example:
(Places in Investment Plan x 40) - Total hours delivered = Under/over delivery or recoverable amount
Any identified under-delivery will result in recovery of the funds associated with the hours not delivered. The hourly rate is calculated by as the funding rate per place divided by the number of learning hours that constitute one learner place.
For example this means that if 10 learner places were agreed in the Investment Plan and the total number of hours delivered was 390, the 10 hours not delivered would be recovered. The hourly rate is calculated by dividing the funding rate per learner place by 40. If the funding per learner place is $3700 this equals $92.50 per hour based on delivery of 40 hours (the minimum number of hours). $92.50 x 10 hours (undelivered) = $925 to be recovered.
Over-delivery of hours
We allocate WLN funding with the intention that all agreed learner places be filled, and the average number of hours required per place be met. Where TEOs do not meet the number of agreed learner places it is not consider it to be best practice to over-deliver the hours to meet your total hours.
In cases where the learner’s literacy and numeracy needs cannot be met it is recommended that you refer the learner to a more intensive literacy and numeracy programme rather than reduce the number of agreed learner places to deliver a higher number of hours to that learner.
