Pacific Trades Training Initiative
Skills for Canterbury: Pacific Trades Training Places
Pacific Trades Training is a new funding initiative for 2012 and 2013 which is linked to the Skills for Canterbury additional trades training places.
Pacific Trades Training funding is available to providers to deliver fees-free trades training to learners of Pacific descent or those that identify with a Pacific peoples ethnic group.
Student Achievement Component (SAC) funding to support this initiative is available for 300 full-time trades training places over 2012 and 2013.
Funding is available to Institutes of Technology and Polytechnics and Private Training Establishments with experience in delivering pre-trade qualifications (Levels 3 and 4) to Pacific learners.
Student loans will not be available to cover compulsory fees; however student loans may be available to cover living costs and any additional costs.
Providers will need to demonstrate how they will work with industry training organisations so learners can effectively pathway into industry training agreements.
Providers will also need to demonstrate links to their local Pacific communities through local churches or other organisations, in order to ensure there is active pastoral care and learner support.
Purpose
The Pacific Trades Training Initiative is designed to target trainees of Pacific descent and increase participation rates at higher levels of study consistent with the Tertiary Education Strategy and Pasifika Education Plan.
The initiative aims to reach Pacific learners who would not normally enter trades training and increase their likelihood of success in future employment within those trades.
The skills gained through the Pacific Trades Training Initiative will assist in the Canterbury rebuild.
Eligibility criteria
The following eligibility criteria for learners, providers and programme delivery apply to the Pacific Trades Training Initiative:
Learner eligibility
Learners must:
- be of Pacific descent or identify with a Pacific peoples ethnic group
- be a New Zealand citizen or a permanent resident
- be able to undertake study at Levels 3 to 4 on the New Zealand Qualifications Framework with support from their Pacific communities
Provider eligibility
- providers must offer trades training qualifications that are appropriate for Pacific learners
- providers must be able to demonstrate how they will work with industry training organisations to progress learners into industry training agreements
- providers must offer learners opportunities to pathway into trades employment
- providers must have the capability to offer fees-free trades places for a minimum of 20 Pacific learners
- providers must be able to demonstrate effective links to Pacific communities in order to ensure pastoral care and support is provided to learners
Programme delivery
- programmes must be funded through SAC
- programmes must be targeted to learners of Pacific descent and lead to pre-trades qualifications at Levels 3 and 4
- programmes must be delivered at no cost to the learner
- programmes must be targeted in order to produce work-ready trades people with the type of skills needed for the Canterbury rebuild
- programmes must provide a minimum of one year full-time trades training for learners
Providers are encouraged to either establish a separate cohort of learners or offer additional places within existing study programmes, for fees-free trades training in 2012 and 2013.
Monitoring and reporting
We require providers to report on the status of learner enrolments and the numbers of learners who successfully complete their qualifications and/or pathway into further education, training or employment.
Three reports per annum will be required to be submitted to the TEC. The first will be due in April 2012 to capture enrolment information. The second report will be due at the end of June and will capture second semester enrolments and any first semester withdrawals. The final report will be due at the end of December to capture the full year of data.
This requirement is in addition to the current reporting process that captures two-weekly priority trades enrolment data.

Payment information
Funding will be allocated at the relevant SAC funding rates with an additional Pacific Trades Training payment per learner of $4,000 to cover the cost of student fees and pastoral care.
Any additional payments will be aligned to the SAC payments schedule and any under-delivery will be subject to a funding recovery process.
