TEI certificates of proficiency

We may fund TEIs[1] for individual programmes of study that consist of courses or unit standards selected from an approved qualification. Such programmes are classified under a Certificate of Proficiency (COP).

TEIs should check with the appropriate quality assurance body regarding any additional quality assurance arrangements relating to COPs.

TEIs must comply with Rule SAC027[2] if seeking funding for COPs.

COPs have automatic approval for learner access to student allowances and the Student Loan Scheme. Individual learner eligibility will be determined by the learner's total programme of study.

The total SAC[3] funding for COPs and short awards must not exceed 5 percent of a TEI's total SAC funding.

If a particular combination of courses is regularly chosen by learners, Rule SAC028[4] requires that it should be established as a qualification in its own right. COPs are intended to cater for specific individual needs; not for ongoing programmes of study.

    Rule SAC027: Personal study - COP, CPI approval

    To receive Student Achievement Component funding for individual programmes of study that consist of courses or unit standards selected from approved qualifications tertiary education institutions (TEIs) must set up a Certificate of Proficiency (COP) or a Certificate of Personal Interest (CPI) as a generic qualification under which to record individual programmes.

    Tertiary education institutions seeking such funding must do all of the following :

    • Ensure their academic board approves a COP and/or a CPI as generic qualifications and seek the Tertiary Education Commission’s (TEC's) approval to add them to the TEC Qualifications Register
    • Provide the academic board minute that documents the approval
    • Ensure their academic board approves individual programmes of study that are to be recorded under a COP or CPI
    • Claim no more than 5% of their Equivalent Full-Time Student units as a COP, CPI, or short award.

    Rule SAC028: Certificates of personal study - CPI, COP - learner demand

    If a number* of learners wish to take the same programme of study, the tertiary education institution must do both the following:

    • Establish the programme of study as a formal qualification
    • Obtain the appropriate formal quality assurance and seek the Tertiary Education Commission's approval for Student Achievement Component funding through the Investment Plan and, if sought, learner access to student allowances and the Student Loan Scheme.

     

    *Note: The TEC does not set a specific threshold for the number of learners. The principle is that if a particular combination of courses is regularly chosen by learners, it should be established as a qualification in its own right. COPs and CPIs are intended to cater for specific individual needs; not for ongoing programmes of study.
