SAC funding approval process - TEIs

All TEIs should have a means of assessing new or significantly changed qualifications for relevance.

Process for approval of funding for qualifications

  1. The qualification must align with the following:
    • The strategic direction outlined in the TEI’s Investment Plan
    • The Tertiary Education Strategy
  2. The TEI completes the appropriate internal and external quality assurance body (QAB) requirements. The TEI# must supply all approval documentation in the appropriate timeframe to ensure learners can access student allowances and the Student Loan Scheme before they start their programme of study - see Quality assurance requirements.
  3. If approved, the TEI adds or updates* the approved qualification in the TEC Qualifications Register through the Services for Tertiary Education Organisations website. The TEC can then approve the Qualifications Register update.
    The TEC may discuss funding approval with the TEI, usually only if the TEC has concerns about the qualification.
  4. The TEC assesses the qualification funding details for approval. Funding approval may be subject to conditions as described in the rules and conditions on the TEC website.

#For universities, the Committee on University Academic Programmes supplies this directly to the TEC.

*Some updates can only be actioned by the Ministry of Education.

To be funded, a qualification must form part of a TEI's mix of provision approved for funding in its Investment Plan. While Plan engagement does not generally involve discussion of individual qualifications, if the TEC's monitoring gives rise to concerns, the TEC may discuss the TEO's access to funding, or level of funding, for particular qualifications.
