PTEs
Over-delivery
All TEOs[1] receiving SAC[2] funding must manage their enrolments effectively. PTEs[3] are expected to keep to no more than 103% of their funded enrolment volumes except in cases where the TEC has specifically agreed an exception.
Educational performance will be considered in determining an acceptable level of over-delivery for that PTE.
A planned increase in over-delivery in 2011 compared to 2010 will not normally be considered acceptable.
If over-delivery beyond 103% is agreed for 2011, PTEs are expected to stay within the agreed delivery levels in 2011 and performance consequences may apply.
A PTE that delivers above levels agreed in its Investment Plan must engage with us and agree to a satisfactory reduction in delivery. Failure to do so will potentially expose that PTE to the range of consequences identified in the TEC's performance consequences framework.
It is the PTE’s responsibility to notify us of actual or anticipated over-delivery above agreed levels at the earliest possible opportunity.
Under-delivery
If PTEs deliver less than 97% of their baseline allocation (within a funding year) the TEC will consider actual levels of delivery achieved when determining future funding.
When a PTE under-delivers any future SAC funding will be reduced to the level of actual delivery. It will remain at this level unless the PTE is successful in obtaining additional SAC funding, or its allocation is further reduced.
