Student Achievement Component

Learners

Learners must be identified as having the status of either a domestic student or a foreign student during the admission and enrolment process. An international student may be classed as either a domestic student or a foreign student for funding purposes.

This learner status determines whether the enrolment will support SAC[1] funding agreed in a TEO's[2] Investment Plan, subject to Rule ENR001[3]. It also determines learner eligibility for access to student allowances and the Student Loan Scheme.

    Rule ENR001: Claiming enrolments

    For qualifications approved for Student Achievement Component (SAC) funding, tertiary education organisations (TEOs) can claim enrolments toward the SAC funding agreed in their Investment Plans only after the TEO has verified the learner’s identity and citizenship, and the learner has completed a valid enrolment as detailed in Rule ENR040.

    Enrolments of foreign students can be claimed only if they are undertaking research-based postgraduate qualifications.
