Student Achievement Component (SAC) funding is available to universities, ITPs, wānanga, PTEs, and REAPs.

The SAC is the Government’s contribution to the direct costs of teaching, learning, and other costs driven by learner numbers. The total amount of SAC funding available is determined via the Government’s Budget process.

ITPs and wānanga may also receive additional funding for embedded literacy and numeracy in NZQF Levels 1-3 SAC-funded courses.

The TEC agrees the amount of TEOs'[1] SAC funding through Investment Plans, calculated as EFTS[2] units. The SAC provides funding to reflect the volume and mix of provision agreed in a TEO’s Investment Plan. It is available only to providers of tertiary education. Industry training organisations receive funding through the Industry Training Fund.

SAC funding comprises two elements:

  1. The programme element, which relates to the types of programmes or courses approved for funding in a TEO's Investment Plan, is based on the SAC funding categories
  2. The volume element, which relates to the number of valid enrolments in those programmes or courses.

Plan activities are monitored by us and TEOs report against delivery of approved qualifications. 

Courses approved for SAC funding may also be eligible for learner access to student allowances and the Student Loan Scheme.

Any TEO that receives SAC funding must abide by a number of rules and conditions.

Access to SAC funding will be considered in accordance with government policy, (as directed by the Minister’s determination under section 159L of the Education Act 1989), the Tertiary Education Strategy, and in response to performance.
