The SSG – Special Education is allocated to institutes of technology and polytechnics (ITPs) as part of the Investment Plan process. It forms part of an ITP’s total annual allocation for Student Achievement Component– provision at levels 1 and 2 on the New Zealand Qualifications Framework (non-competitive allocation) (SAC levels 1 and 2 non-competitive) funding. The funding provides for additional tutorial support for specific qualifications offered to students with special needs or disabilities. As the grant is not measured in equivalent full-time students, it does not form part of an ITP’s costed mix of provision. Payments are made monthly as part of an ITP’s SAC levels 1 and 2 (non-competitive) payments. Indicative allocation The indicative allocation is our early estimate of the “On-Plan” funding that each tertiary education organisation (TEO) could receive in the following delivery year if its Investment Plan is approved for funding. We calculate the indicative allocation using a set of allocation methodologies. These methodologies are specific to each fund. We review and revise them every year to ensure they’re aligned to funding determinations and the current tertiary environment.
