2016 SAC Levels 1 and 2 competitive process

We want to support all New Zealanders to gain the foundation skills necessary for success, through better quality provision at levels 1 and 2 on the New Zealand Qualifications Framework (NZQF). Having basic foundation skills enables people to progress onto further study or training which can result in better employment outcomes. The aim of the competitive process is to improve the quality of provision, encourage provision that best meets the needs of foundation education learners, and improve value for money. 

To achieve this we are allocating up to 100 percent of the Student Achievement Component (SAC) levels 1 and 2 funding pool for 2017 and 2018 through a competitive process.

Competitive process overview

We invited eligible tertiary education organisations (TEOs) to submit applications for SAC levels 1 and 2 competitive funding via a request for funding applications document released in April 2016.  

Applications have closed.

We expect to advise applicants of the outcome of the SAC levels 1 and 2 competitive process in September 2016. TEOs that receive an indicative allocation will have their funding confirmed later in the year through a funding letter.

Performance information available in Workspaces

We uploaded some TEC-held performance information into some TEO Workspaces. We will consider this information when assessing applications in accordance with the hierarchy set out in section 6.2 of the RFA.

TEOs with the following funds received performance information:

  • SAC funding at NZQF levels 1 to 3
  • Youth Guarantee
  • Intensive Literacy and Numeracy (ILN)
  • Intensive Literacy and Numeracy - English for Speakers of Other Languages (ILN-ESOL)
  • Workplace Literacy and Numeracy TEO-led (WLN).

Performance information to be provided in TEO Workspaces by fund

All information is provided at the TEO-level unless noted.

TEOs with SAC funding at levels 1 to 3 or Youth Guarantee will receive:

  • 2015 Māori and Pasifika participation rates
  • 2014 and 2015 course completion rates (also by qualification)
  • 2014 and 2015 retention rates
  • 2014 and 2015 progression rates (also by qualification)
  • 2014 and 2015 percentage of learners with qualifications at level 2 or higher
  • 2014 and 2015 Assessment Tool usage.

TEOs with WLN-TEO led, ILN or ILN-ESOL funding will receive:

  • 2015 Māori and Pasifika participation rates
  • 2014 and 2015 Assessment Tool usage.
