The Modern Apprenticeships programme is a work-based education initiative which combines the strength of the apprenticeship tradition with the latest in workplace thinking.
Modern Apprenticeships make it easy for employers to recruit and train talented young people and provide them with an opportunity to gain a nationally recognised qualification.
MACs[1] are used to help both employers and apprentices to find each other, as well as give advice and support along the way.
There are two funding components for Modern Apprenticeships:
The MAC Brokerage fee is allocated outside of the Investment Plan process, through a Funding Agreement. The delivery of activities is monitored by us using the data reported to the TEC via the Industry Training Register.
The allocation of MAC brokerage places is performance-influenced. The TEC has based the allocation of MAC brokerage places on the:
- volume of MAC brokerage places reported by each MAC;
- credit-weighted programme completion rate of Modern Apprentices associated with each MAC; and
- achieved versus expected credits rate of Modern Apprentices with each MAC.
TEOs[2] that usually access this fund include ITOs, ITPs, PTEs and community organisations.
Allocations are made for each calendar year. When a MA is active at month end they count as 0.083 of a MAC Brokerage place for that year. Recoveries for the year that funding was allocated in are then based on the sum of monthly MAC Brokerage places for that year.
Any TEO that receives funding must abide by a number of rules and conditions.
Access to Modern Apprenticeship funding will be considered in accordance with government policy (as directed by the Modern Apprenticeships Training Act 2000, the Minister’s determination under section 159L of the Education Act 1989) the Tertiary Education Strategy and in response to performance.
