Intensive Literacy and Numeracy

Intensive Literacy & Numeracy Targeted English for Speakers of Other Languages (ILN Targeted ESOL)

Budget 2011 included funding for a dedicated ESOL funding stream within the Intensive Literacy and Numeracy fund (ILN Targeted ESOL).

ILN Targeted ESOL funding is available to providers to deliver ESOL to adult refugees and migrants who are pre-literate learners or learners who have very low levels of English language and literacy. Learners must also be New Zealand citizens or permanent residents.

ILN Targeted ESOL funding has different criteria to the current ESOL provision offered through the ILN fund.

Providers that currently offer ESOL tuition that is targeted to adult refugees and migrants are invited to submit an application for 2012 ILN Targeted ESOL funding.

The following funding criteria apply to ILN Targeted ESOL funding in 2012:

  • Providers must have a current Investment Plan and offer ESOL tuition that is appropriate for the target learner;
  • Programmes must be led by tutors who are appropriately qualified in ESOL delivery;
  • Programmes must be suitable for pre-literate learners, and/or learners with limited English (Level 1 ESOL equivalent);
  • Programmes must consist of an average of 200 direct contact hours (approx 8-10 hours per week);
  • Programmes must be delivered over a 20-26 week period and be flexible enough to meet the particular needs of these learners (e.g. timing of programmes is compatible with family or work commitments);
  • Programmes need to meet individual learning requirements in an appropriate context e.g. meet vocational needs;
  • Learners must be assessed at least once per semester using TEC tools, including either:
  • Starting Points (for learners not yet on the learning progressions)

or

  • the Literacy and Numeracy for Adults Assessment Tool;
  • Learners must also be assessed using the Targeted ESOL Expected Outcomes Framework (Word, 177 Kb); and
  • Programmes must be offered at no cost to learners.  Learners are eligible to re-enrol in ILN Targeted ESOL programmes for up to three years.

Submitting your Application

Applications must be submitted using the 2012 ILN Targeted ESOL Application form. Applications are due at our Service Centre by 9am, 22 August 2011. Applications submitted after this date may not be considered.
