Monitoring and reporting
All TEOs that receive funding from the ILN – ESOL fund will be monitored to:

TEOs must also have in place an effective assessment process for identifying a learner’s literacy and numeracy gains including use of the Starting Points option within the Literacy and Numeracy for Adults Assessment Tool – Assessment Tool. See Condition ESOL012.
TEOs may use the most appropriate version of the on-line Assessment Tool to assess learner progress, which may include the Step Two Threshold Assessments (PDF, 356 Kb) or the Starting Points options in the Assessment Tool. Paper-based assessments should only be used as an exception for individual learners for whom the TEO cannot reasonably make the on-line version available.
An initial assessment must be undertaken near the beginning of the enrolment and a progress assessment undertaken near the end of the enrolment.

Learners should also be assessed using the Targeted ESOL Expected Outcomes Framework (Word, 77 Kb).
TEOs must submit three reports for the funded calendar year through Workspace2, as outlined in Condition ESOL001. This includes two progress reports and one final report. The report template will be made available via Workspace2.
Progress reports relate to the specific delivery commitments outlined in the Investment Plan. The reports cover the funded calendar year; they are cumulative and build on the information supplied in the previous reporting period.
After the report template with progress information has been submitted, the report template will be released back to the TEO for further data entry.
Reports must be submitted to the TEC by the following dates:
a progress report for the period 1 January to 31 May no later than 10 working days after 31 May
a progress report for the period 1 January to 30 September no later than 8 working days after 30 September
a final report for the period 1 January to 31 December no later than 31 January of the following year.
Performance information submitted through the final report will be used to inform future funding decisions.
When making future funding decisions, the TEC may consider:
TEO delivery of agreed provision volumes, with the expected intensity and the expected average amount of tuition to individual learners
TEO use of the Assessment Tool, and/or improving learners' literacy and numeracy skills as measured by the Assessment Tool.
A TEO that receives ILN – ESOL funding must meet the following delivery benchmarks (see Condition ESOL014)
by 31 May, the TEO must have delivered at least 40 percent of the provision specified in its Investment Plan
by 30 September, the TEO must have delivered at least 70 percent of the provision specified in its Investment Plan.
The TEC will monitor the TEO’s compliance with this condition through the progress reports that the TEO must supply to the TEC under Condition ESOL001.
