Restrictions on delivery
The Industry Training Fund is targeted towards employment-based training linked to national qualifications, predominately at Levels 1-4 on the NZQF[1].
ITOs[2] also have a role in working with the rest of the tertiary sector to move trainees from national qualifications at levels 1 to 4 to achieve advanced trade, technical and professional qualifications.
The TEC must ensure the total volume of training to be funded from the Industry Training Fund for qualifications at levels 5 and above does not exceed 10 percent of the total volume of training.
In some specific circumstances ITOs may have a significant role, being more than 10 percent of the ITO’s total volume of training, in facilitating training at levels 5 and above. In these cases the ITO must apply to us for an exception to facilitate more than 10 percent of training at levels 5 and above.
We will consider any applications against a number of criteria, including:
- the impact on the representation of certain demographic groups (eg. women, Māori, Pacific peoples)
- the effect increasing training at levels 5 and above will have on expanding training to new employees and businesses
- that the total volume of training at levels 5 and above funded by the Industry Training Fund does not exceed 10 percent.
