New schools are eligible to join the Gateway programme if they have students who meet the eligibility criteria (Rule GAT026[1]). Applications for 2012 Gateway funding have closed.
The first step in applying for Gateway funding in 2013 is to complete the New schools application form and email it to our Service Centre.
The next round of applications will be due in mid-August 2012. More information on this will be provided closer to the time.
Plans
Gateway funding is approved through an Investment Plan. A Plan describes each school and how they intend to deliver Gateway.
Plans are submitted through a submission tool, which is accessed through our online Workspace. Schools submitting a proposed Plan must have an ESAA login in order to submit through the Online Investment Tool. Information about obtaining an ESAA login is available on the STEO website.
Funding is payable for the number of eligible students enrolled in the Gateway programme up to the number of students agreed in the Plan.
Schools that are new to Gateway are eligible to receive an establishment payment of $4,444 (excl. GST) to assist with set-up costs of the programme. See the Gateway Handbook for more details.
Plan consideration and funding decisions
Plans from 2013 will be considered over August and September with funding decisions communicated to current Gateway funded schools in November 2012. Schools new to Gateway will be required to submit a Plan when provisional approval notification is advised and a date for Plan submission is communicated.
Process for decreasing places
Payment of Gateway funding is based on the agreed number of places as stated in a school’s Plan. Funding rule GAT025[2] states that funding is payable for the number of eligible learners enrolled in the programme up to the total number of learners agreed in the Plan.
If a school is funded for more places than it delivers during a given year, the amount of over-funding will be recovered by the TEC. Any funding recovery processes will occur in accordance with the Gateway Funding Mechanism (PDF, 150 Kb).
If placements are likely to be below the numbers indicated in the Plan, schools can apply for a reduction in places and associated funding before the end of term 2 of that year.
The first step in applying for a reduction in Gateway places is to complete the Proposal for decreased places form (Word, 39 Kb) and email it to our Service Centre.
In order to change the funding allocation, we will need to release the Plan back to draft status so changes can be made through Workspace by the school and resubmitted to the TEC for approval.
Process for increasing places
Anticipated increases for 2012 in schools’ Plans were considered as part of the 2012 Gateway funding allocation methodology and initial allocation decisions.
Should further funding become available for 2012, any school who seeks to increase the number of placements agreed in its Plan must meet the following criteria before making an application to the TEC’s Service Centre:
- Occupancy must be 100% and above
- 10 credits achieved on average per student
- Approval by the Principal and the Board of Trustees.
