Payment
The 2011 Foundation-Focused Training Opportunities (FFTO) allocation for each TEO[1] will be split into three parts as described below:
PART A: The maximum amount that could be paid for training delivered to a specified number of learners, over a set duration.
PART B: The maximum amount that could be paid depending on the nature and number of positive destinational outcomes as at day 91 following withdrawal from the programme.
PART C: The maximum amount payable to TEOs to cover the costs of TEO-administered reimbursement of learner travel.
2011 payments will be made quarterly in January, April, July and October. They will be made in varying percentages of the total contract value, but they will make up 100% of the total contract value over the four payments.
2011 is a transition year. The change requires all TEOs to significantly refocus their provision to align to the new requirements. All TEOs will receive 100% of their part A and B funding allocated in 2011 regardless of programme occupancy and outcomes achieved, as long as the TEO is actually delivering the training.
Funding for learner travel will be made as a bulk payment to each TEO in 2011. TEOs will be expected to use travel funding to support learners to attend training.
