Foundation-Focused Training Opportunities

Monitoring & Reporting

TEOs[1] receiving Foundation-Focused Training Opportunities (FFTO) funding must achieve the targets specified in Condition TOP032[2]. Performance against the targets will be considered as part of monitoring TEO performance. Performance will also inform future funding decisions.

We monitor delivery of FFTO programmes through:

  • occupancy rates
  • acquisition of qualifications, or credits towards them, by learners
  • achievement of employment and further training outcomes by learners
  • the achievement of Māori and Pacific learners compared to other groups of learners
  • the extent to which the outcomes achieved by learners match the aim of the programme
  • the provision of reports to us
  • individual learning plans
  • any other matter or aspect of an FFTO programme that we reasonably consider relevant.

Condition TOP035[3] and the FFTO Handbook (PDF, 571 Kb) state the reporting requirements. TEOs must maintain records in accordance with Condition TOP033[4].

    Condition TOP032: Foundation-Focused Training Opportunities performance targets

    Tertiary education organisations must achieve the following targets for learners in Foundation-Focused Training Opportunities (FFTO) provision:

    • A minimum of 80% of learners confirmed in FFTO training complete a course of study of at least 14 weeks
    • All learners completing a minimum 14 week course achieve at least three unit standards
    • A minimum of 38% of learners achieve employment outcomes commensurate with the learner's benefit type and aligned job-seeking obligations. This is measured at 91 days after completion.
    • A minimum of 26% of learners move off any benefit and progress into further training or education, at level 2 or above on the New Zealand Qualifications Framework, except the Ministry of Social Development's Training for Work
    • All learners show an improvement in literacy and numeracy skills, as measured against the Adult Literacy and Numeracy Learning progressions, from entry to exit of the course.

    Condition TOP035: Foundation-Focused Training Opportunities provision of information

    Tertiary education organisations delivering Foundation-Focused Training Opportunities (FFTO) programmes must provide the Tertiary Education Commission with all reports, information, and documents required when and as stated in the FFTO Handbook (PDF, 496 Kb).

    Condition TOP033: Foundation-Focused Training Opportunities access to records

    Tertiary education organisations receiving Foundation-Focused Training Opportunities (FFTO) funding must make the following information available to the Tertiary Education Commission upon request:

    • The daily record of learner attendance
    • All relevant enrolment and supporting documentation required to verify an individual learner’s eligibility to undertake training
    • Assessment and unit achievement results for each learner
    • The learning plans and records of workplace learning placements for each learner
    • All other relevant documentation as detailed in the FFTO Handbook
    • All relevant documentation on learner labour market outcomes and employer contact details for audit purposes.
