ACE in ITPs and wānanga

Adult and Community Education (ACE) funding for institutes of technology and polytechnics (ITPs) and wānanga is prioritised for ACE provision that primarily focuses on:

  • the learning of foundation skills
  • the re-engagement of learners
  • ensuring the progression of learners into formal tertiary education.

Investment Plans

We fund ACE in ITPs and wānanga provision through approved Investment Plans. Each Each Plan sets out how the ACE activities and programmes delivered will meet the needs of learners and priority groups and is aligned to the ACE priorities set out above. Investment Managers will discuss ACE provision as part of the Plan engagement process.

 

Funding

Funding formula

The TEC measures ACE enrolments in equivalent full-time students (EFTS) for ITPs and wānanga. One EFTS unit is the learner work load that would normally be carried out by a learner enrolled full time in:

  • a single academic year or
  • a single calendar year.

Funding rate

The funding rate for ACE provision is $4,444.44 per EFTS (GST exclusive).

Payment

The TEC pays funding for ACE provision in monthly instalments on the first banking day of each month. Payment amounts are equal from January to June, and equal from July to December.

 

Funding recoveries

Where the dollar value of delivery is less than the funding that was paid to the ITP or wānanga during the funding year, the TEC will recover the balance. See Condition ACE018 for more information.  

 

Monitoring

The TEC monitors ACE delivered by ITPs and wānanga through relevant key performance indicators in each tertiary education organisation's Plan. 

 

Reporting

Each ITP and wānanga is required to report on its ACE provision through the Single Data Return (SDR), using the funding source code 23.
