ACE in communities
Budget 2009 reduced funding for ACE in community organisations, REAPs[1] and PTEs[2] from 2011. As part of these decisions funding for these organisations will change from 2011.
ACE provision in community organisations, REAPs and PTEs must align to all three of the TEC-funded ACE priorities.
Organisations should ensure their TEC-funded ACE programmes focus on literacy and numeracy, digital literacy, English language (including ESOL), New Zealand Sign Language and te reo Māori. Although these skills can be taught in a variety of contexts or topics, the learning outcomes for TEC-funded ACE provision should be at least one of the focus areas above.
Programmes based solely on the delivery of hobby or personal interest courses, and programmes focused only on one or two of the priorities will not be funded.

ACE delivered by REAPs and community organisations must not include day school student classes in compliance with ACE003[3].
Funding
There is no funding rate for community organisations, PTEs and REAPs at this stage.
The brokering and facilitating aspects of the REAP model of provision is allowed for by ACE009[4].
Reporting
Community organisations, REAPs and PTEs are required to submit reports to the TEC for each academic year. These organisations are required to complete the community provider report by 31 March of the following year.
Performance
We will monitor ACE delivery through relevant key performance indicators in organisations' Investment Plans.
