Note:
A potential risk exists that some SMS vendors will not deploy this updated schema version.  The following changes cannot therefore be made so long as this schema is not deployed by ALL SMS vendors.  The TEC cannot accept this risk and accept that some outcomes may be reported that do not comply with the FFTO handbook (http://www.tec.govt.nz/Resource-Centre/Forms-and-Templates/Foundation-Focused-Training-Opportunities-Handbook/).



Both outcome.xsd and outcome-multi.xsd retain SE (Skill Enhancement) as a valid "FurtherTrainingOutcomeCodeType" although this is in fact no longer valid according to the FFTO Handbook.  It cannot be removed if there is a risk that SMS vendors do not deploy schema version 2.1.

Both outcome.xsd and outcome-multi.xsd retain CTF (Community task force) as a valid "EmploymentOutcomeCodeType" although this should in fact be a "OtherOutcomeCodeType" according to the FFTO Handbook. It cannot be updated if there is a risk that SMS vendors do not deploy schema version 2.1.
