On 31 January 2012, the Tertiary Education Commission (TEC) will begin wash-ups of funding for the 2011 calendar year. The following funds are being washed-up:
- Industry Training Standard Training Measure (STM) fund (ITF)
- Modern Apprenticeship (MA) STM fund
- Modern Apprenticeship Brokerage (MAB) fund.
The wash-up for 2011 ITF and MA STM funding will happen on 31January 2012. It will exclude funding recoveries for the under-achievement, actual average duration, and over-enrolment offsets.
A further wash-up of ITF and MA STM funding will begin on 31 March 2012. This process will include recoveries for under-achievement, actual average duration, and over-enrolment offsets.
The TEC may conduct additional wash-ups after the 31 January and 31 March wash-ups if necessary.
Wash-ups will use data from the Industry Training Register (ITR), submitted by Industry Training Organisations. The timeframe for the 31 January 2012 wash-up process is outlined below:

Wash-up of the Industry Training Fund STMs
The wash-up process for ITF involves recovering funding from ITOs who report less training activity than they were contracted for in line with their Investment Plans or other contracts.
Note the ITF as it relates to the arrangement of training is capped.
Wash-up of the Modern Apprenticeship Fund STMs
The wash-up process for MAs involves:
- Recovering funding from ITOs who report less training activity than they were contracted for in line with their Investment Plans or other contracts.
- Paying ITOs for MA delivery where they have delivered more training than they have been paid for as long as funding is available.
Note the MA fund as it relates to the arrangement of training is not capped in the 2011 calendar year.
For the 2011 calendar year, ITO data reported to the ITR will be used to calculate the MA STMs delivered. The TEC will use this data to calculate the amounts it needs to recover from ITOs that have been overpaid and the amounts it needs to repay to ITOs who have been underpaid.
Wash-up of the Modern Apprenticeship Brokerage Fund
The wash-up process for MAB funding involves recovering funding from ITOs who report less training activity than they were contracted for.
Note the MAB as it relates to the arrangement of training is capped.
