Wash-up of 2011 Modern Apprenticeship Brokerage funding

The Modern Apprenticeship Brokerage (MAB) wash-up process will use data from the Industry Training Register (ITR), submitted by Industry Training Organisations (ITOs).

Release of ITR data for MACs

A 2011 dataset for Modern Apprenticeship Co-ordinators (MACs) has been extracted from the ITR as at 17 February 2012. This data is now on MAC workspaces, or has been emailed to those non-ITO MACs who do not currently have a workspace.

Summary reports for MACs are under development and will be loaded onto MAC workspaces along with the supporting dataset. Both the summary reports and the supporting datasets will be provided to MACs on a regular basis in future. In the meantime non-ITO MACs should use the dataset provided to check their records against information entered into the ITR by ITOs on their behalf. ITO MACs should review the datasets against their own records.

Workspaces

Workspaces are the quickest way for the TEC to provide information to MACs. MACs with no access to workspaces will initially be sent their reports and datasets via email but should set up a workspace. To apply for a workspace, please complete the required form from the Ministry of Education STEO website.

Timeframe for 2011 MAB wash-up

The timeframe for the wash-up process is outlined below:

  • ITO MACs verify dataset against their own records
  • ITOs amend data as required

Letters sent to MACs with 2011 wash-up calculation (using ITR data at 17 February 2012) 24 February 2012

MACs respond to calculation of recovery:

2 March 2012
  • Updated MAC data is extracted from the ITR, incorporating changes made between 17 February and 2 March 2012
  • Final 2011 wash-up figures are calculated and advised, incorporating feedback received
Early-mid March
ITR locked down for 2011 data 31 March 2012
2011 under-delivery subtracted from scheduled payments 1 April 2012
2011 over-delivery for MAB paid with 2012 scheduled payments (subject to available budget) 1 April 2012

Non-ITO MACs: where data is different from data held in the ITR

The following process should be followed by non ITO MACs to resolve any disparities between their own records and the data ITOs have submitted on their behalf:

1. Non-ITO MACs should work with ITOs to resolve any data discrepancies.

2. If the discrepancy is the result of technical issues with ITR that the ITO acknowledges:

a. ITO sends email to the Service Centre (copy to MAC) with the Subject heading: 2011 MAC wash-up (ITO Investment);

b. email quantifies the issue;

c. TEC reviews email and may do manual calculation.

3. If the discrepancy is not technical, and cannot be resolved between the ITO and the MAC:

a. MAC sends email to the Service Centre (copy to ITO) with the Subject heading: 2011 MAC wash-up (ITO Investment). Attach the dataset spreadsheet;

b. On the dataset spreadsheet:

  • make lines of data that are disputed red text (do not change any data);
  • create a new tab and copy disputed red text across;
  • next to red text, enter what you think the data should be, from MAC records;
  • for any data that you think is missing, add it onto the new tab (clearly labelled).

c. In the body of the email summarise the discrepancy, explain why you think it has occurred, and explain what you have done to try to resolve the discrepancy with the ITO.

ITO MACs: if disagree with the data held in the ITR

1. Send email to the Service Centre with the Subject heading: 2011 MAC wash-up (ITO Investment). Attach the dataset spreadsheet;

a. On the dataset spreadsheet:

  • make lines of data that are disputed red text (do not change any data);
  • create a new tab and copy disputed red text across;
  • next to red text, enter what you think the data should be;
  • for any data that you think is missing, add it onto the new tab (clearly labelled).

b. In the body of the email summarise the discrepancy, explain why you think it has occurred, and identify if it relates to a technical problem with the ITR that has already been identified to the TEC.
