The TEC has published the Education (Proposed Investment Plans: Requirements, Content, Submission and Assessment) Notice 2012 Gazette Notice and updated Plan Guidance on its website.
This information is relevant for Tertiary Education Organisations with Investment Plan funding approval expiring on 31 December 2011. Those organisations are required to submit a proposed Plan for consideration later this year. A general timeline for developing and submitting a plan in 2011 is included on the plan guidance section of the website.
New Gazette Notice
The Gazette Notice includes details on the information that must be included in Plans and the decision-making criteria the TEC uses to assess proposed Plans. The new Notice revokes and replaces the “Requirements and Exemptions for Investment Plans from 2011 onwards for Tertiary Education Organisations Notice” previously available on the TEC website. Tertiary education organisations submitting proposed Plans later this year should familiarise themselves with the new Notice.
The content and criteria for Plans remains largely the same as that published in 2010 but some changes have been made. These include:
- Consideration of past performance will be an essential element in determining whether future commitments described in proposed Plans will be achieved. The decision-making criteria have been clarified to highlight the importance that will be given to both past performance and achieving Plan commitments in making funding decisions.
- Organisations should explain how they intend to meet the priorities set out in the Tertiary Education Strategy 2010-2015, by making a contribution to tertiary education both regionally and nationally. That contribution must reflect the needs of its learners and other stakeholders, and the results from consultation with those groups. The decision-making criteria have been revised to clarify how these matters will inform funding decisions.
All Tertiary Education Organisations who will submit a Plan in 2011 for 2012 funding are encouraged to read the Gazette Notice before beginning their Plan submission process.
