December trainee counts, Standard Training Measure offsets reports, and educational performance data have been released. Industry Training Organisations should now check that the Standard Training Measures reported align to the information held in their Trainee Management System.
The December Standard Training Measure (STM) offsets and trainee count reports and educational performance data have been produced using data held in the Industry Training Register (ITR) as at 15 January. These reports have been loaded into each Industry Training Organisation’s (ITO’s) workspace along with a supporting data set.
It is important for all ITOs to now check that the STMs reported in the offsets report align to the information held in their Trainee Management System as 2011 debt recovery calculations for the 31 January 2012 raw STM wash-ups will be based on this ITR data. By reviewing this data now, ITOs and the Tertiary Education Commission (TEC) will have the opportunity to address any significant data accuracy issues.
All ITOs will be sent a letter on 10 February advising of the debt recovery calculation for the 31 January 2012 raw STM wash-ups. ITOs will then have until 17 February 2012 to correct ITR data relating to this wash-up.
Please note:
- these reports show indicative figures for 2011;
- final 2011 raw STMs will be calculated on 31 January 2012 and will be used by the TEC for the 31 January 2012 wash-up of the Industry Training (ITF), Modern Apprenticeship (MA) STMs, Embedded Literacy and Numeracy (ELN) funds, and Modern Apprenticeship Brokerage fund; and
- final STM offset figures used by the TEC for the 31 March 2012 wash-up will be calculated on 31 March 2012. In the event that data held in the ITR is inaccurate, the TEC will consider other evidence of trainee achievement in making final determinations of debt recovery.
Embedded Literacy and Numeracy Fund
All paper based assessments conducted in 2011 using the Literacy and Numeracy for Adults Assessment tool must be loaded by 31 January 2012. All post assessments conducted in 2011 on ITO tools must be emailed to the TEC’s Service Centre by 31 January 2012 using template B. If an ITO has exceeded its 2011 ELN STM Plan Commitment, there is potential for additional funding, subject to debt recoveries.
Publication of performance information in 2012
Ensuring the accuracy of your data is also important for the publication of your ITO’s 2011 educational performance as this is also based on supporting data and data accuracy reports from ITR. Updated Educational Performance Indicators and supporting reports will be provided in February and March, and you will have until 31 March 2012 to review this data and make any corrections before it is finalised.
