The TEC wishes to acknowledge the work and patience of ITOs as we work together to resolve data reporting definitions, rules and issues for information reported through the ITR.

We appreciate there have been periodic related system failures that have frustrated both the process and those accessing the ITR. We have been working with other agencies to minimise issues and resume services as soon as possible. We have also been working closely with ITOs to identify ITR related issues that require work arounds and fixing.
Our aim is to develop a shared understanding with ITOs about the approach being taken, the data being used, and what anomalies, if any, need to be taken into account or corrected.
Update on timeframes
This communication provides an update on activities to date and what is planned over the next few months.
To date the TEC has released for review and feedback by ITOs:
- Draft data definitions and data rules supporting the calculation of STM consumption, trainee counts and offsets (15 August 2011)
- A data accuracy report identifying possible anomalies that might affect STM and offset calculations (15 August 2011).
- Two iterations (15 and 30 August) of:
- STM Consumption Report
- Industry Trainee Report
- Supporting data set from which the two reports were created.
Upcoming Activities

| 23 September 2011 | Release of an Offset Report. This will show the STM adjustment that would be made as a result of under-achievement, over-duration and over-enrolment if assessed at the end of August 2011. This will be based on data reported through the ITR up to and including the month of August – note the 2011 Offset Report which will determine funding clawbacks will be assessed against data submitted for the period ending 31 December 2011. |
| 23 September | Release of a supporting data set from which the offset report was created. |
| 26 September | The TEC will release to each ITO an updated draft data definition and data rules document incorporating feedback received from ITOs and the ITF on the document. |
| End of September | The TEC will finalise the calculation of STMs, trainee counts and offsets and thereafter, at the beginning of each month release updated STM Consumption and Offsets Reports. |
| October | Data accuracy reports will identify issues such as where unit standard versions vary between enrolment and completion, and trainees who have credits entered through ILU which are not reported through to NZQA etc. |
| October- December | The TEC will commence the process of using ITR data in the calculation of educational performance indicators. This will involve: - Seeking feedback from ITOs on the revised EPI definition and rules.
- Providing ITOs with extracts showing what ITR data the TEC will be using to calculate 2011 EPIs. We will re-supply updated extracts on a regular basis.
- Finalising the EPI definition and rules.
