Where 2017 performance commitments are being set for Māori, Pasifika, and learners under 25 at different NZQF levels, it is important to use the correct numerator and denominator. This relates to Student Achievement Component (SAC) funding at level 3 and above.
For example, your 2017 commitment for Māori at level 3 and above should reflect: “of the total EFTS you plan to deliver, the proportion that will be Māori at level 3 and above”, not: “of the EFTS you plan to deliver at level 3 and above, the proportion that will be Māori.”
Example of impact
If you plan to deliver 1,000 EFTS in total, with 100 at level 4 and above, and 10 of these level 4 and above EFTS were for Māori, the first results in a commitment of 1%, while the second interpretation would result in a commitment of 10%.
In this example, the correct way of setting the commitment results in a commitment of 1%.
