Release of updated reports and feedback from ITOs on the offset report and draft data definition and data rules.

Updated Reports

The following updated reports have been loaded into each ITO’s workspace.

  • Trainee Count Report
  • Offset report
  • Supporting data set for the above reports
  • Data accuracy report.

The reports have been produced using ITO data received by the ITR or NZQA as at 6 October.

The Trainee Count Report has been released as part of the regular monthly provision of reports to ITOs. The STM report, previously provided to ITOs, has not been produced as this data is included as part of the offset report. The offset report will reflect any changes ITOs may have made to their data since the release of the first offset report on 23 September.

Improvements have been made to the data set and data accuracy report:

  • The STM and trainee count data set, and the offset data set, have been combined into one spreadsheet.
  • In the Modern Apprentices aged above 21 worksheet of the data accuracy report, where a Modern Apprentice has withdrawn from a training agreement and within 6 months started the same programme but under a new training agreement, their age is calculated using the participation start date of the old training agreement. Previously it was calculated using the participation start date of the most current training agreement.
  • In checking unit standard version number between the enrolment and completion record (obtained from NZQA) the data accuracy report now uses the latest record submitted to the ITR.

Feedback on the offset report

The TEC and ETITO are continuing to work together to explore reasons for, and resolution of, data differences between ITR and ETITO data used in the calculation of offsets. Any insights gained will be shared in a future ITO Update. If ITOs have any issues with the offset data provided by the TEC, or have comment on the offset report itself, feedback is sought by Monday 24 October.

It should be noted that the offset report provides a year-to-date view and the values shown in the reports will change as the year progresses. In particular the under-achievement offset will be affected by future trainee credit achievement.

ITOs should note that while not all data updates need to be made during the feedback period, as ITOs will have until 28 February 2012 before final figures are produced, ITOs should ensure data submitted into the ITR is accurate. The TEC will use the STM and offset reports to inform in-year wash-ups where an ITO is significantly underperforming.

Draft Data Definition and Data Rules

On 23 September a revised version of the draft data definition and data rules document for the calculation of STMs, trainee counts, and offsets was released following feedback from ITOs and the ITF. The document is still in draft form and although feedback closes on 10 October the TEC notes the ITF is holding a forum for ITOs on 10 October, where the draft data definition and data rules document will be discussed, and feedback from the ITF will be provided after this date.
