Finalising 2011 Performance Information for TEOs that receive SAC funding – mid-June Update

21 June 2012

Latest educational performance information will be available on Workspaces later today

We are in the process of loading the latest educational performance information onto your Workspaces.  If you experience difficulty opening a file it may be because we are still in the process of updating it, this update process should be complete by the end of the day.

The new information updates the ‘analyse my performance’ section and includes an updated data accuracy report in the ‘view my documents’ section. We encourage you to check this information against your records.

The new information is based on data from the April Single Data Return (SDR), and any subsequent amendments made up to 15 June.

If you wish to re-submit your SDR data, you may do so up until 5pm Thursday 5 July. This will be your final opportunity to re-submit your SDR data before data is finalised for publication.

Final SDR information will be available on Workspaces in the week of 9 July.

‘Plan commitments progress monitoring report’ also available on Workspaces

We will also load a document titled ‘Plan commitments progress monitoring report’ on your Workspaces.  This report compares your 2011 Investment Plan (Plan) commitments for educational performance with the latest actual performance information for 2011 (taken from the SDR). In the future, we will be using the information in these reports to monitor your performance against your Plan. The information in these reports may also inform our external reporting later this year.

This report and the Data Accuracy Report will be available on your workspace by the end of the day. Please review the data and advise us of any errors as soon as possible.

Finalising educational performance information for 2011

You now have until 5pm Thursday 5 July to review and re-submit your SDR data.

Please also check that the PDF titled ‘Educational Performance Indicators Report’ contains the correct short trading name and website address for your TEO. Let us know as soon as possible if changes need to be made.

Following this, we will finalise the data and place it back onto Workspaces in the week of 9 July.

We will use the finalised 2011 educational performance information to inform:

  • The publication of performance information
  • Performance linked funding
  • Investment Plans.

Process for publishing performance information

Once 2011 performance information has been finalised, we will prepare to publish educational performance information.
Shortly before the publication date in late July, we will provide you with an advanced copy of the summary information to be published on the TEC website. This will allow you to prepare your own summary information before we publish the performance information.

Impact of the Canterbury earthquakes on 2011 performance

We recognise some organisations’ 2011 performance information may have been affected by the earthquakes in Canterbury. We will take into account the different situations of TEOs based or working in Canterbury when looking at performance reporting, recovery of funding, and allocation of funding in 2013.

If you have been affected by the earthquakes, contact us and we will work with you to establish evidence that your performance results have been impacted.  If you have already contacted us, we are now investigating the impacts on your organisation by reviewing your April SDR data compared with previous years.

Publication of performance information: how the effects of the earthquakes will be dealt with

Like last year, when we publish performance information this year the cover page will contain contextual information about the tertiary sector. This will highlight issues such as the Canterbury earthquakes.

At the TEO level, the report will direct readers to the TEOs’ own websites.  We are also considering an additional page on the TEC website with contextual information about the impact of the Canterbury earthquakes on enrolments and potentially on performance results.

In cases where TEOs have experienced a significant impact on their education performance results, we will consider excluding specific performance indicators from the published performance information. However, the preference is to publish the data as it is, with accompanying contextual information available on the TEC website.

Changes to data

Combining data for TEOs that have merged

Where two TEOs have merged, we are now combining SDR data from the year in which the merger occurred. This will generate performance information for the merged organisation.

We have not merged SDR data for Colleges of Education with that of the relevant Universities.

Merged data are now included in the ‘Supporting Details’ part of the ‘Analyse my Performance’ section on your Workspaces.

Qualification EFTS, Qualification Award Category codes and Qualification register level

We usually update these dimensions prior to the publication of performance information. However, this year we have introduced this update early in response to requests from TEOs.  These updates may result in changes to your data.

The changes have not been applied to the ‘Supporting Details’ section, which will still reflect these dimensions as they were at the point in time they were reported rather than the latest status.

If you have any questions about your data, please contact the TEC Service Centre at servicecentre@tec.govt.nz
