Changes to ITP Council Fees

The Tertiary Education Commission has today confirmed changes to the fees payable to ITP councils. The changes include simplifying how Council members will be paid, and offering institutions the power to increase the levels of remuneration that can be paid.

Details include changing the fees for ITP council members and deputy chairs from a daily amount to an annual amount. At the same time, the levels of remuneration available for Chairs will be bought in to line with the convention that chairs are paid double member’s rates.

Finally, two sets of fee levels have been created. These relate to the size of the ITP’s annual revenue. Level one is for those ITPS with annual revenue of $60 million or more per annum and level two is for those ITPs with annual revenue of less than $60 million per annum.

The aim of the changes is to allow ITPs the flexibility to set their council fees according to the governance workload the new-look councils will face. The new levels are the maximum, and each ITP can decide for themselves where their workload fits within that spectrum.

Background information

ITP councils are subject to the Fees Framework agreed by Cabinet for statutory bodies appointed by the Crown.  Under section 179 of the Education Act 1989, the Minister for Tertiary Education is able to determine the maximum fees payable to council members.  Councils are then able to determine the fees payable up to this maximum.

The following changes have been made to the maximum fees payable to ITP councils:

  • changed fees for ITP council members and deputy chairs from daily rates to an annual amount
  • brought chairs remuneration in to line with the convention that chairs are paid double members rates
  • set two fee levels in accordance with the size of the ITP’s annual revenue (Level One for those ITPs with annual revenue of $60 million or more per annum and Level Two for those ITPs with annual revenue of less than $60 million per annum)
  • increased the maximum fees for those councils in the higher annual revenue category.

The payment of fees is the responsibility of each ITP and must be met within their existing budgets. 

ITP councils have the discretion to determine appropriate fee levels up to the established maximum annual fee payable.
