Funding decisions for 2011 available

The TEC Board has approved investment plans for tertiary education institutions and ITOs.

Overall the TEC has approved over $2 billion in government funding for tertiary education institutions. A further $159m has been approved for industry training in 2011.

“These Board decisions have increased the level of funding available for student places across the tertiary education system” said the Chair of the TEC Board of Commissioners, Sir Wira Gardiner.

Overall funding for student places at universities in 2011 is $56m more than 2010.

“New investment in the ITP and University sectors has been focused on higher level qualification provision, meaning there will be more undergraduate degree-level places for students,” said Sir Wira.

In agreeing the Plans, the TEC Board noted that organisations have responded positively to the Government's priorities.

The Chief Executive of the TEC, Dr Roy Sharp said that “organisations have shown that they are putting in place strategies to further improve the quality of tertiary provision and address the needs of students in relation to the priority areas of the Tertiary Education Strategy.”

“In the coming two years, the TEC expects to see a clear increase in the numbers of Pacific, Maori and under 25 year olds successfully participating at higher level tertiary study,” said Dr Sharp.

Sir Wira Gardiner added; “This Government has a focus on performance, and the TEC Board has looked to institutions to show us how they will improve their performance, particularly for the Tertiary Education Strategy priority groups. The Plans show tertiary education institutions and ITOs are fully focused on improving the achievement of students and trainees in the tertiary system.”

Background information – key trends in investment plans

  • Plans have shown a shift in provision towards a greater proportion of delivery at Levels 4 and above in the ITP and University sectors.
  • There will be a record number of funded places for students in undergraduate degree-level study at universities. This is in response to the high demand to enter degree study at Universities and ITPs, as a result of a higher proportion of students leaving school with University Entrance.
  • Plan commitments submitted by the ITP sector show a marked move towards higher level vocational provision, and degree provision in courses that attract higher tuition subsidy rates.
  • The mergers of Lincoln University and Telford Rural Polytechnic, and the Eastern Institute of Technology  and Tairāwhiti Polytechnic take effect from 1 January 2011. 
  • The TEC Board has approved a reduction in overall funding for ITOs for 2011. This reflects the need to focus on improved performance and also the impact, in some sectors, of current economic conditions on the availability of jobs for trainees. ITO Plans show they are forecasting increased industry trainee participation from 2012.
  • The TEC is continuing to work with Private Training Establishments to ensure they have Plans in place by end of December 2010. The majority of PTEs and Community providers' Plans have been approved.
  • Organisations are expected to have a summary of their investment Plans available for the public to view.
